​Owen and his wife Lorna have lived in Forest Park since 1988 and have brought up 2 children (who have since grown up) there. They also have 2 grandchildren. They enjoy going for walks in Swinley Park, just a few minutes walk from where they live.

Previously, Owen worked for the London Borough of Hammersmith & Fulham in the Finance Department where he gained experience of controlling large budgets; and in Housing where he managed a team of Housing Officers and their stock of accommodation.

​

Owen was elected by 39% of voters in a by-election held in May 2026, to serve as a parish councillor for the Forest Park ward of Winkfield Parish Council .

Owen looks forward to address the needs of his fellow residents and especially in:

• cutting waste and protecting resources

• tackling anti-social behaviour

• keeping streets clean and free of rubbish, and

• acting quickly on abandoned vehicles
